Argus Panoptes never slept with all eyes at once — and this Argus never signs. The signing wall is architectural, not a policy toggle: the agent has no path to keys, so the worst a compromised prompt could do is produce a bad report, which the audit pass exists to catch. Observation without custody is the whole design.
